Disable multi-threading in Excel 2007

We are running Excel 2007 in a Terminal Server environment and do not want
one instance of Excel 2007 to consume more than one core at a time.

I know how to disable it via the GUI, but this must be done manually per
user. How does one force this change via Group Policy or a registry entry?

Any help would be appreciated. Thanks.

Can you use a workbook.open event in a startup workbook to set
application.multithreadedcalculation.enabled=False?
