disabled speach/dictation in office, unable to restore as instruct

Shortly after install i somehow disabled the speach/dictation bar and speach
button in tools menu. Have been unable to restore in any of the ways
recomended including reinstalling. Any suggestions to fix this would be
greatly appreciated.
