Disabling the BCC option

Hello,
I am in search of a way to complete eliminate The Bcc option in outlook2000.
I have a policy in place that greys out this option when you go to New-->View-->BCC
But ,if the user Clicks on to "TO:" then it is still available and works!!

Not sure how you'd do this - and do wonder why you'd want to. It's a useful
feature - if people are abusing it perhaps it's more of an HR issue?
