Good question. I do not believe it is possible to disable this feature in
Project Server. Actually, I think your PM's are to be commended for using
the Import Projects Wizard, as that is the proper way to bring
non-enterprise projects into Project Server. One of the issues that forces
PM's to create nonenterprise projects initially is that when they are
creating the project while connected to Project Server, the system publishes
the project at the time the PM closes the project. This means that "half
baked" projects suddenly appear in the Project Center and detailed project
views, which is disconcerting to many PM's. So PM's create nonenterprise
projects and do all of their planning outside of the Project Server
database, and then when they are ready to "go live" with the projects, they
import them into the Project Server database.
Back to your question: If you don't want PM's to create nonenterprise
projects and then use the Import Projects Wizard to bring the projects into
Project Server, you will need to make this a training and performance issue.
