Disappearing Cstom Choics in Outlook 2007

I have the custom menu selected on outlook 2007 and the always show the full
menu selected. Often times this selection will disappear and and I'm faced
with having the expandable menus again.

Does anyone know of a solution to this issue so I don't have to constantly
keep resetting the setting.
