Disappearing footnotes in frames

I'm having a problem with footnotes in frames.

The note mark appears in the frame, but the footnote does not appear on the
bottom of the page. More disquietingly, subsequent footnotes in the the
remainder of the text (including those *not* in the frame) also vanish
(though the note marks appear in the body, and the footnotes reappear when I
remove the footnote from the frame).

Has anyone experience similar problems? Any solutions?

I've had this problem both with Word 2002 on WinXP home and with Word 2000
on Win98SE.

Yes. It may happen with text boxes as well, I don't know, but in this case
it's a frame (I need them for various formatting reasons).
