Disappearing MS Photo Editor

I am running WinXP and Office 2000 on a Dell Latitude.
When I pull up a picture with Photo Editor, then "restore
down" (not minimize), the entire frame disappears. The
only way to get it back is to right click on the
application in the taskbar and click on Maximize. Does
anyone know why this is doing this and how to fix it?
