Discussion Forum Wizard

I can't for the life of me find this Wizard in FP 2003, nor can I find it as
an option from the installation disk. Any ideas?

Hit the arrow next to the new button and create new site. A menu should come
up with options for types of websites. Choose the one that says discussion
web.
