Discussion Thread - Allowing only a specific person to reply

In my discussion thread page, I would like to allow anyone to post an initial thread, but have only one specific person to reply to the threads. How do I do that?

What are my options? I want to create a forum where people can ask questions to the Commander but in return, only the commander or a designee may reply. We have just been using a form and having him edit the form. I wanted to upgrade technology
