When Excel opens, it must create some temporary files. Where is it
trying to create them? Is there space there? Do you have permission to
write there?

If you can start Excel and go to Tools|Options then look on the General
tab to see what your default file location is and what other files you
are trying to open at startup.

If you cannot start Excel, you can look in the Registry, but becareful,
since improper changes in the registry can cause all kinds of problems.
Start|Run, type regedit, and press OK. Expand the following tree
HKEY_CURRENT_USER
Software
Microsoft
Office
10.0
Excel
Options
and look at the AltStartup and DefaultPath keys. "" in DefaultPath
refers to your standard "My Documents" directory.
