displaced text box

If I insert a file as printout, and introduce graphs or textboxes, over the
lower portion of a "page", and then I insert a textbox above them, and resize
it, then the objects below get displaced. Example:
1. Insert pdf as printout
2. draw lines as highlighters over the last two lines of the image-text
3. insert a textbox above it (without touching) and write text
4. resize the textbox so that the width is reduced and the height of the box
increases
5. Even if the textbox doesn't touch the objects below, they get displaced.

If this is normal behavior, is there a way to turn it off?

This unfortunately is normal behaviour. ON does not have an "anchoring"
or "grouping" feature.
Therefore highlighters and lines are moved when thing are inserted
above.

A workaround would be to take a screenshot of the commented image and
insert in the page.
