Display PDF on same page

I noticed this site allows you to click on a link on the left side of
the form and it will open a PDF on the right side. Some of the links
are PDF's and some are HTML's. Does anyone know how this is done?

That is a framed page. A frameset divides a page into independent
scrollable regions that can each contain a separate web page. Authors
can load documents into framesets by using a TARGET attribute that can
be attached to most kinds of links. Authors can also choose among
several frameset templates when creating new pages. In FrontPage, click
'File' > 'New...' > More Page Templates - then explore the samples
under the 'Frames Pages tab. Good luck.
