I want to:
A - warn a user that their settings do not give them the optimum view of a
site
B - be able to automatically reset their setting temporarily to the correct
setting (i.e. 1024 x 768)
Can anybody help???

Do you really believe that anyone reads or acts on such warnings?

What does temporarily mean? Does that mean you will change it back when I
leave? I don't think so.

Most people I know consider this resizing of a browser viewport quite rude,
and I agree.

Please just build your site so it works right in any browser viewport size.

Try that on my computer and you'll never see me again. What a bad
idea!!
What makes 1024 x 768 the "correct setting" anyway? I use 1 computer
screen that I couldn't read with glasses at the setting.

A. That is considered poor form. Don't tell me what my display should be set at, it's "My
Computer."
Design your site to display properly in different resolutions.

B. I will close the page and never come back, as will most people.

I like to think that a user has set up their monitor to suit themselves -
their eyesight in particular. What is optimum for you is way off base for
many others.
B - be able to automatically reset their setting temporarily to the
correct
setting (i.e. 1024 x 768)

My desktop does not support 1024x768 (it's currently set to 2560x1024), so
your change, if it succeeds, will stop me from viewing anything.

As Steve said - Change my settings and I will NEVER be back.
