display small St for Street

Sometimes in WORD when typing 24st the "ST" will not shift to small raised
type. The same is true for 2nd ect. Sometimes it's ok and other times it
isn't. How do I format it?
Where can I go and get these symbols to insert if not working?

There is no such date (in English) as 24st! It only works for true date
ordinals - in this case 24th.
2nd should work however - provided you have the autoformat as you type
option set.

If you want to format it manually, select st and then Format | Font | and
under Effects checkmark superscript. Hope this helps.
