Distribute Horizontally (etc) is turned OFF

I select all my objects to be aligned.
I click FORMAT.
I get ALL items as should be apart from
DISTRIBUTE HORIZONTALLY
DISTRIBUTE VERTICALLY.

No matter what i do:-
SNAP TO GRID
SNAP TO SHAPE

Nothing...

help please folks
