Distribution list too large with only 12 contacts in there

A user had a distribution list with about 15 contacts that worked fine. She
decided to remove a couple of contacts and now she is receiving the following
error:

"This distribution list is too large to save on your network e-mail server.
Please remove some members or put some of the names into separate, smaller
distribution lists which can be added to this one."

Again, the list worked fine with 15 contacts before she removed a couple of
them. We've tried re-creating the list from scratch and we get the same
error. Anyone have any ideas? Thanks.

Where is the DL stored? What type of email account does she use?

It's an Exchange 2008 account. DL is stored in her contacts folder with the
rest of her contacts and distribution lists (which look to be working fine).
