Do I have to pay to use OUTLOOK???

You do not have to use Outlook, but an email account is not included with
the product, so you may have to pay for that if one doesn't come with the
provider you use for Internet access.

No, but Outlook is for POP mail now, not Hotmail. If you want to use Hotmail
with Outlook or Outlook Express you have to sign up & pay for Premium Hotmail.

No, unlesss you're talking about paying for an email account. If so, then
yes, usually you must pay for an account with an ISP to get internet access.
There are a few free email accounts, though most of them do not work with
Outlook.

Gmail is free and now supports POP3 with authenticated SMTP. It works
great with Outlook :)
