do I need a subweb for ALL discussion forums

Do I have to put every discussion forum into a subweb or
just create one subweb and add them all there?

You should put them in separate webs.

You should put them in separate sub webs since it makes it easier to manage
them. Also, when you publish your web, if the DW is in the root you'll
overwrite what's there.
