Do I need the French MUI to have French OS's to be able to work with Project Server 2003

We have deployed Project Server 2003 in English (1033). I have users
in France with French OS. They can access the Project Web server, but
when choosing links that enact the downloaded ActiveX component, they
receive a scripting error and are brought back to the home page.

The IE browser has the ENU ActiveX component installed, and MS's
website talks of getting the pj11xxxc.dll for the manual ActiveX
install. I cannot find pj11FRAc.dll any where.

Would installing the French MUI pack on the Project web server correct
this issue?
If no, what needs to be done?
