Do not deliver before

My company is experiencing and issue where users chose the "Do not
deliver before" option in sending their e-mail. The issue is that the
mail stays in their Outbox and is never sent unless they leave their
computers and Outlook open. We are using Cached mode. Does anyone
know how a user can remain in Cache mode and use this option while
shutting down their computer when they leave for the day?

"Do not deliver before" is a client side action and, thus, requires Outlook to be open to fire.

After furious head scratching, Chris asked:

Chris

The message is sent when the Outlook is opened, but this only occurs in
Cached Mode. When we put the Outlook client in Online mode we can
close the Outlook client, the message is delivered at the specified
time. Any suggestions?
