Do not include attachments in replies

I just upgraded to Outlook 2003 and it is automatically including attachments
in replies - how do I turn off this setting?

Since no version of Outlook has ever had such a feature, there's no setting
in Outlook to turn off. The attachments must be coming from some other
source.
