do we have anything like bulletin boards like lotas notes

Dear Sir,
we have recently switched as a company to Ms Outlook,instead of Lotas Notes,
and i was wondering if we have any tool like bulletin boards in Lotas Notes
where anybody from the company could post and read messages.

Yes, that can be done with Public Folders if your organisation uses Exchange
Server software.
