document cannot be registered

Whenever I open any document I receive the error message "The Document
cannot be opened" error box. This is immediately followed by another which
reads "Visual Basic Environment cannot be initialized." This happens with
any document, including simply opening Word and it tries to open a new,
blank document.

I done a Detect and Repair of MS Office Small Business, but the errors
persist.

Rebooting the computer solves the problem for a while, and then the errors
begin popping up again.

Not sure .... but this seems to occur after receiving Svhost.exe error.

IIRC, this was a symptom of Blaster infestation. See

Yes, I was wondering about that. Did a McAfee Active Scan and found no
Blaster variation.
Ran Symantic's Blaster specific detection tool. No blaster.
Ran Stinger. No Blaster or any other infection it's tuned to detect.

Seems to have something to do with a DUN connection which seems to produce
the svchost.exe error after which I get the Word problem. The problem is
'solved' at reboot, and reoccurs after the DUN/svchost scenario.
This never happens with a LAN or Wi-Fi connection. Only with a DUN
connection.
Back in my WIN98 days I would have removed and reinstalled DUN, but I see no
way of doing this in Win2kpro.
