document locking

Divisions within the company on their own servers
executing a .dot(global) which is protected (form). When
one of the divisions today brought a .doc document created
from the .dot up and tried to enter a change into a
textbox it would not allow this. Other divisions are fine.
Is this a server issue?

It could be a server issue, password protected, Read Only, Information
Rights Management (if the user is running Word 2003.
