Document Protection

My department is responsible for coming up with a template for use with
our Standard Operating Procedures. We need the formatting of this
document as far as title page, headers/footers, title headings and
formatting to remain in tact when it is used by other departments. We
are strictly responsible for the template. It is up to members of other
departments to use this template to write their SOPs. This being said
I need a way to do the following:

Protect sections of the Title page
Protect the Section Heading (i.e: policy, scope, definations etc.)
Have a table that is formatted as we need (only allow Heading 2,
Heading 3 and Normal Arial 10 left justified) but allow the text to be
changed. For example

I. MAJOR HEADING (Heading 2)
A. Subheading (Heading 3)
some text here about the tasks
II. MAJOR HEADING (Heading 2)

Is there anything we can do? Am I asking for the world?

Any help would be greatly appreciated!

Yes, you are asking for the World when what you need to be doing is
providing a bit of training to the users of the template in how it should be
used. It will pay off in other areas as well.

Look into what Word calls an "online form." Check this in help. For more
about online forms, follow the links at

Chapman's series of articles. You may also want to look at
http://www.word.mvps.org/FAQs/TblsFldsFms/LinesInForms.htm.

This will not give you everything you want but it is a step.

Doug Robbins' remarks are the product of years of experience. There is no
such thing as "fool proof." Teach people how to use your template and make
it clear that if they don't follow the instructions, it is _their_ problem,
not yours. Don't fix things that should not be broken.
