Document Sharing Works, Issues don't . . .well at least at first try

I found this interesting . . .

1) I create a project and publish it from Project Pro 2002 to Project
Server 2002.
2) I choose Collaborate | Issues from Project Pro 2002.
3) Returned is the blank issues list screen
4) I clicked new issue.
5) I get the network prompt and I put in my Windows 2000 Local logon
userid and password.
6) I get a blank screen with no error messages.
7) If I try the above steps over and over again I will eventually get
an error saying that I am unauthoried.
8) I choose Collaborate | Documents
9) Create a new share directory (I don't have to upload anything but I
must create a new directory.
10) I go back to Collaborate | Issues
11) I get the issue screen with no issues entered so far.
12) When I now click on the new issue screen I have no problems
creating the issue and my Project Server userid is cited in the issue.

Any ideas why it works like this?

Configuration: Standalone Windows 2000 Server with SQL Server 2000,
PS 2002, No domain. Windows 2000 Pro Workstation with Project Pro
2002, Enterprise mode, network is the linksys 4 port cable modem hub
connecting two machines above.

Just to add to this . . .

If I go to Collaborate | Sharing first and create the new directory and then
go to Collaborate | Issues . . . I am never prompted for my user id and
password and am able to post issues without problem.

By the way I've tried this in a couple of different authentication schemes
including basic and integrated, also in multiple installs and this works in
each situation.

I am only using Project Server Authentication from my workstation to the
server. I also have a local logon account with same user id and password on
the Server.
