Can anyone tell me why a user can not download the
controls? Is there a file that I can simply e-mail to him
so he has it on his computer.

Hi Tim,

What is the problem he is encountering?

1) Make sure the Project Server is configured to be a 'trusted site'.
2) If it still does not work, reset your trusted sites to utilize a low
security and see if that fixes the problem.
3) If the controls attempted to install and failed for some reason, you
might just need to remove them and re-run PWA. Do this by closing all your
apps and just running one instance of IE. Go to Tools->Internet
Options->General Tab->Settings->View Objects. Select anything starting with
"pj" and delete it. Exit, re-run IE and attempt to download the controls
again.
4) It is also possible your company's network security does not allow
ActiveX control downloads. If this is the case, you will need to install
the ActiveX controls locally. Unfortunately, it would appear the link I
wanted you to view is not currently active on the Microsoft site, so you
might have to look around for the article to manually install the controls
at this site:

I would add that the user must have some administrative rights to install
ActiveX on his computer.
