Does any Office version come with a webpage creation tool?

Akin to Frontpage.

I've spent about an hour on the Office page but I cannot seem to find a
concrete answer. None of them seem to contain either Sharepoint or
Expression, but I'm not sure if there may be another webpage tool under
another program since so has been some name confusion with the new names
after they ditched Frontpage.

Not currently.

FrontPage has been replaced by Expression Web, which is not really part of
the Office family any longer.
