Does CursorLocation affect locking

I use AccessXP, ADO to access Jet database. Program (.mdb) and database
(.mdb) is splited.

If I set CursorLocation to adUseServer, Jet doesn't lock editing record in
transaction. Other users can update that editing record while transaction is
in progress. If I set to adUseClient, Locking work correctly (I think).

1) Could you please confirm me that CursorLocation affect locking ?
2) Could you explain Why set server-site cursor not lock editing record in
transaction ?
