Does it cost to download a template for Excel?

Does it cost me to download a template for my Excel program? I am confused by
the 'Service' charge they want me to agree to. Please someone explain it for
me.

Yes, I'd be very wary of the 'service charge'. Microsoft does not charge
anything to download templates from their storehouse of them.
