Does MS Project Server 2003 have a Requirements Management compone

I am working on a software implementation, and am wondering if MS Project
Server 2003 has a component to manage the Requirements of the project.

Requirements management is a systematic approach to identifying, organizing,
communicating and managing the changing requirements of any project.

Any additional information would be greatly appreaciated!

There's no particular functionality in Project Server specifically for
requirements management other than what you can create in the project plan
to enforce requirements task checking and quality checks and what you're
clever enough to come up with using the SharePoint tools.
