Does my fax receiver need to sign up to same server?

I tried to choose a Server as requested to use the fax service but none of
them say whether the recipient shou be signed up with the same Server the
sender is using.
What if he is not signed up to any Server? Thanks for your help.

Fax requires a fax modem connected to a conventional telephone line.

Sorry, I forgot to mention that I am NOT using a modem but the computer only
which says I can do without a modem.

To fax from a PC you require a fax modem & ordinary phone line, or a fax
service accessible via email (Usually a cost service)
