"Does Not Contain" Filter Not Working in PWA (MSPS 2007 SP1)

The PWA Project Center view filter "does not contain" is not working. Am I
doing something wrong or does anybody else have this problem? Any
suggestions for a fix or work around?

I created a dashboard style view in Project Center and applied a Filter to
include projects where the "Project Name does not contain Smith" - Smith is
the name of a resource manager's plan which contains customer service type
work and is not something we want included in a dashboard view. Our project
names contain the last name of the project manager, example: "Project 1 -
Smith".

I also tried using the same filter for the Owner column and it did not work.

I know I could try and use the "does contain" filter for projects we want
included in the view but I really want to work through and understand the
"does not contain" filter issues I am having.

I think you may have found a bug. I have just tried this on Project Server
2007 PWA SP1 machine and I tried all the variations of text with single
quote, double quote and without quote, the filter is not working. Moreover
the filter "Does not contain" is not even present in the project center page
filter, but is present only in the manage views gui.

Hopefully MVPs here can validate that this is a bug.
