Does Office come with Picture Manager?

I have Office 10. There is no Microsoft Picture Manager. Does it come with
the package as a standard or do you need to download it seperately? I do
have print & fax viewer, but no picture manager. I have looked in all the
Microsoft Office folders to no avail. Any comments would be appreciated.

It comes with Office 2003 only and cannot be downloaded separately to work
with any other version of Office.
