Does the December Update Client Hotfix kb959643 apply to PWA Client or just
the MS Project 2007 Pro Clients? DOes everyone in the ORG need to upadate?

Brad:

There is a December Cumulative Update client component. I always recommend
running the same patch level on both the server and client.
