Does the desktop and Laptop rule apply for Ofice 2007?

Previous versions of Office allowed you to install the program on one desktop
and one laptop computer. Since I still only use the laptop when traveling
thus the program will not be used similtaneously. Does this rule still apply
for the 2007 version?

Yes, but as before it is limited to the retail version and I think some
volume license ones. OEM versions (ones who came with your computer
don't qualify).
You can actually use the program simultaneously, as the license only
stipulates that the same user has to be using both computers. So you can
have both computers next to each other on your desk and have Office open
on both.
As I am not a licensing expert, I suggest you review the actual EULA for
what you want to purchase (once you can), here:
http://www.microsoft.com/about/legal/useterms/
The laptop & desktop use clause is in section 1. Retail License Terms,
subsection 2. Installation and Use Rights.
