Is it possible to point a domain name to a FrontPage Sub Web on a windows
server?

Yes, but works best if the domain is associated with the IP Address of primary domain for the web
hosting account and my require all pages to be .asp, etc. best option is to ask your host, as they
can also change the DNS to point to the subweb.
