domin user not showing up in outlook

i have a exchange server and file server. when a couple users try to send
email to certain people they send to and they are not showing up on the list.

Do you mean the new user is not showing up in the GAL? Have you allowed
enough time for replication? If so, disable cached mode and redownload the
address book.
