Don't always have the option to save attachement

Hi,
When I click on the attachment icon in the preview pane for an email I don't
always have that screen offering to open or save the file.
How can I make sure I get it every time. I may not want to open the file
right away but instead just save for later viewing, not to mention
potentially 'unsafe' attachments...
