I'm assuming you're using Start=>Run to enter the command?
Ssuming there aren't any typos and the folder you're extracting to exists, my first guess would be that the download is damaged or
incomplete.
Be sure you've shut down all apps, utilities/antivirus before running the command. Also you may want to use Start=>Run %temp%
to see if there is a setup .log file created with more details.
The download should be 451,056 KB (461,881,224)

This is all i get wihen i double click on the file i downloaed from
Microsoft. I tried the extrect command with no luck..
