Can one use tabs to create dot leaders in PowerPoint? If not, is there
another way to create dot leaders?

Maura,
I'm afraid not. You could try to type the whole thing in Word and Paste
Special it as a Microsoft Word Object.
That works for me here in PPT 2003

Hi Maura,

If your intent is to simulate the formatting commonly found in a book's
table of contents or index (in order to visually connect columns of
text on the far left and far right of a slide), I would suggest using a
table. From there, you could use alternating fill colors by row, or
different horizontal line styles within the table.
