Double-byte text in CSV file

I have a .csv file that contains double-byte Japanese/Chinese text. When I
try to open this in file in Excel , the double-byte text does not appear
correctly. How can I overcome this ? Is there something that needs to be
added to the top of the file ?

Do you have Chinese fonts installed? Have you selected a Chinese typeface for the columns that contain double-byte characters
