Double click on a mail item doesnt automatically open it

I have obviously changed something in my Outlook 2007 without knowing!
Usually as mail comes in I double click on an item and it will open it.
Now, if I put the cursor over the item and double click, it puts an dashed
line outline around the item (rather than highlighting it in blue) and gives
a drop down menu of options (Open, Print, Reply etc..) how do I get it back
to default?

That sounds like the right click context menu. Try closing outlook and
restarting or rebooting the computer.
