When I hit that + key on the number pad, I get a +.

If you want to go into edit mode, try hitting the F2 key.

This works for me and in fact I double-clicked the OE desk top
short cut to send this reply.
Here is what I did:
initiate mousekeys with ALT+LEFTSHIFT+NUMLOCK.
move the pointer with the numerical arrows until it is over the
OE shortcut
hit numerical + key
OE opens

True enough but I did say to use MouseKeys in my initial post!
My mouse has a rechargeable battery that I have been known to
forget about so I set up to use MouseKeys a long time ago.

I know when I read your initial post, I didn't realize what you meant by
mousekeys.

<F2> puts you at the end (right side) of the cell,
