Double-clicking opens a .tmp file - WHY?

When I open a PPT 2007 file by double-clicking on it, it opens it as a .ppt
temp file in (Compatibility Mode).

Why? But if I do a "file open", it opens the 2007 files properly (as .pptx,
i.e. 2007 files).

Is there a preference I can set to fix that?
