Double-column footnotes

Does anyone know if it is possible to format the text of a
document as a single column but the footnotes as a double
column? The "columns" entry is grayed out of the format
menu when one is in the footnotes.

No, this is not possible. You can use tabs to put several footnotes on the
same line, but Word still allows just as much space at the bottom of the
page as if they were on separate lines, so you don't gain anything.
