double quotes replaced by umlaut

We just purchased the Student version of Microsoft Office for my son's computer. He noticed a problem trying to type double quotes. If the next character he types is a vowel, the double quote gets replaced with an umlaut (two dots over the vowel). We checked to make sure the lauguage was set to US English. We turned off the "smart quotes" option in Autoformat, which did not help. Can anyone help?

The Windows keyboard layout would seem to be set to "US-International"
rather than plain "US". This would have to be corrected in Control Panel.
