double underscore in Access 2007

Can anybody tell me how to find / use the double underscore option in Access
2007?

Is it equivalent to the double-tilde option?

Sorry. In Excel it is called a "bottom double border" and we use it here to
indicate a particular type of sum. Is this feature available in Access?
