Where do I find a download for holiday information for Office Outlook 2003
after the 2007 cut off date?

I found an updated calendar outlook.hol file at the the following link at
Penn State University. It looks very complete.

The only change to the directions is to remove your existing holiday before
adding the new ones so you don't get duplicates.
