downsizing picture for sending e-mail

I use Outlook 98 and Microsoft XP Professional 98-2002.
RCN limits e-mail size (3K), and my digital camera makes
picture of 11K size. Transfer from pdg file to jpg file
did not change the size. How to downsize pictures?
